So I've found some people's codes, and registered them in my address book.
Does that send them a message prompting them to add me too, or do I have
to contact them myself to do that?

You have to contact them yourself, and they make an entry for you in
their address book. After which, you have to trust the Nintendo
network thingies to let each end of a pair know the other has them in
the book, at which point the entries go black and you can send stuff
to each other.

A bit sucky, frankly. But the Mii Parade is good fun.

They haven't really worked out the online thing yet, have they?
I've added myself to the ugvm friends list, anyway.
